TMA INTERNATIONAL TRUSTS HAS DISCOVERED THAT COLORADO’S  MEDICAID PROGRAM, AND CHILD SUPPORT ENFORCEMENT PROGRAM, HAVE BEEN DEFRAUDING THE FEDERAL GOVERNMENT FOR 29 YEARS REGARDING FEDERAL FUNDING UNDER THE TWO PROGRAMS

GOVERNOR OWENS IS FACING SEVERE LEGAL PROBLEMS.

HAS BEEN DEFRAUDING THE FEDERAL GOVERNMENT FOR THE LAST 29 YEARS IN CONJUNCTION WITH THE STATE’S ELIGIBILITY FOR FEDERAL FUNDING FOR MEDICAID & CHILD SUPPORT ENFORCEMENT. GOVERNOR BILL OWEN’S OFFICE, THE COLORADO ATTORNEY GENERAL’S OFFICE, AND RESPECTIVE STATE AGENCIES ARE TRYING TO COVER UP THE STATE’S ILLEGAL CONDUCT UNDER THE TWO PROGRAMS.

TMA International Trusts (TMA) has investigated Colorado’s Medicaid & Child Support Enforcement (CSE) Programs, the Executive Branch, Attorney General’s Office, Medicaid Fraud Control Unit, et al only to discover undeniable evidence that the state has been giving false certifications to the federal government in return for Billion’s of Dollars of federal funding. To “Qualify” for federal funding a state program[s] must be in compliance with federal law. Colorado’s Medicaid & CSE Programs have not only NOT been in compliance with federal law for over 29 years, they have been committing federal felonies in their day to day operation, violating the federally protected rights of Colorado Citizens who apply for Medicaid & CSE assistance.

The Governor’s Office has knowledge of this as TMA has been dealing with the Governor’s former General Counsel Cynthia Honssinger, who now is the Chief Deputy Attorney General as of

. TMA’s Vice-Chairman, William Lovern, Sr. has stated, “The attempted cover-up is very dangerous politically for Governor Owens as he is a serious candidate for the Presidential election in 2008. This situation handled inappropriately could have a very negative impact on his political future considering the billions of dollars involved, plus the fact it has been discovered on his watch, yet no one in the Executive Branch is doing anything about the illegal activity. We certainly do not want to take legal action against the Governor but we may have no choice.”

“In the event Governor Owens does not voluntarily deal with correcting the problem to TMA’s satisfaction, we will have no choice but to file ‘Qui Tam,’ ‘RICO’ and private right of action[s], which will do substantial financial damage to the entire state as we are dealing with billions of dollars in liability,” says Mr. Lovern.
